Culture does make all the difference, for example some freely accept abortion/abusing wives/ and so on. If it be an indivual or country doing wrong, they should be confronted and advised. What makes an individual or country inferior, is their commiting actions against humanity, such as murdering/abortion/abuse and neglect. Some people are better than others. Now we all have the potential to be equal, but it is the choices that we make that set us appart. There is forgivince, but if you enjoy the bad actions you are commiting, then yes , you are lesser of a person.
Has anyone considered the possibility that he didn't mean it to be interpreted that some cultures are "inferior" Did he specifically say that they were? I think some people might just have took it the wrong way.
