If the trends are getting worst; a thing that will help is telling kids in an urban school that there are other ways to get a job without a diploma such apprenticeships, small manufactures, and military benefits. Then emphasize on why those particular things are beneficial to them.
I find that interesting that black and white people without an school education don't have the same risk of imprisonment. it would mean that it remains differences between the treatment of black and white in the society.
The USA incarcerates a lager percent of it population than any other country in the world. This includes dictatorships like North Korea and we are a democracy where the people are suppose to have rights.
