I can see why this is true its kinda like if your around bad people you always more than likely end up with like them. Relating this too how the bad neighborhood have gangs and they say either the gang gets you or you get with the gang.
No matter where you have grown up, there will always be some strong type of education for you. Same thing for growing up poor you could still get the same education everywhere else.
I was surprised to find out that the places that you live (depending on the area) can also affect your learning ability.
